Dr. Fred Cerise, Louisiana's secretary of health and hospitals, talks to Dan Rather in his first interview about the crisis caused by Hurricane Katrina. The interview on 60 MINUTES II will be broadcast tonight (2) (8:00-9:00 PM, ET/PT) on the CBS Television Network.
